
Manager, Subway Communications System

- Manage the delivery of Communications and Integrated Control Systems of the subway extensions and their related interfaces throughout the project life cycle, including reference concept design phase, in-market phase, development phase and implementation phase.
- Manage the construction and testing and commissioning activities with Contractors as it relates to Communications and Integrated Control Systems.
- Oversee the implementation of and compliance by Contractor with contractual requirements as they relate to Communications and Integrated Control Systems.
- Conduct site visits, as needed, to oversee and supervise Contractor works for compliance with contractual requirements.
- Support the Manager with directing and leading the Technical Advisor, Delivery Partner, and the Contractor through all stages of the Progressive Design Build (PDB) and Alliance Contract(s).
- Provide input to the evaluation/negotiation/resolution of contract changes and contractor's claims.
- Reviews and approves the contractor's schedule and updates with participation from the project team members as required.
- Participate in comment resolution meetings with Technical Advisors, Delivery Partner, Stakeholders, and the Contractor to facilitate an early resolution of key issues.
- Provide direction, supervision, training and guidance to consultants under direct supervision.
- Review and evaluate consultant studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards.
- Communicate regularly with various internal and external stakeholders, partners, government representatives, contractors, and vendors to advise, communicate, educate, negotiate and/or persuade on issues within scope of responsibility.
- Develop and manage relationships and partnership to ensure affected internal and external parties are consulted and informed, by liaising with technical advisor stakeholder engagement team.
- Support the administration and management of relevant agreements, budgets and contracts; reviews and approves expenditures and service standards.
- Support development of processes, procedures, team workflows and structures to create greater performance efficiency and excellence.
- Support the development and implementation of appropriate processes, procedures and measures to ensure that all safety, regulatory and legal requirements related to the areas of responsibility are fulfilled.
- Ensure full compliance with all external regulatory agencies and partners, required permits and approval, heightens awareness of the priority Metrolinx places on safety, and represents Metrolinx with regulators as required.
- Report and escalate issues found through the submittals reviews that may have a significant impact on the project scope, budget or schedule, in a timely manner.
- Review and assist with administration of consultant contracts during all stages of project development/ implementation, including scope, cost, schedule and resource management; approves tasks sheets, work plans, progress reports and invoice payments; analyzes and manages performance, monthly expenditures and budgetary constraints.
- Liaise with other project delivery team disciplines, such as civil or architectural, to ensure comprehensive integration with other systems and non-systems facility infrastructure elements.
- Support the project team in the identification and development of project scope and requirements, project controls, schedule and budget management, contract administration, quality and risk management, progress monitoring/ reporting, and change management.
- Completion of a degree in Engineering, Communications Engineering, Electrical Engineering or a related discipline - or a combination of education, training and experience deemed equivalent.
- Demonstrated project management experience related to the planning, design, and construction of transit facilities, station infrastructure and related works (transportation and/or public transit sector)
- Project Management experience managing/leading technical staff and/or managing complex projects, preferably for passenger rail transit, underground stations, portals, and related works.
- P.Eng. designation and Project Management Professional (PMP) is an asset.
- Knowledge or experience in Communications Systems, SCADA, and related automation and control systems, as they relate to rail transit systems, is required.
- Knowledge or experience in Communications Systems, SCADA, and related automation and control systems, in use within TTC and/or Metrolinx rail transit systems would be an asset.
- Knowledge or experience in Subway or light rail electrical and mechanical systems would be an asset.
- Knowledge of Design Bid Build (DBB), P3 and/or Progressive Design Build (PDB) Contract Administration is an asset.
- Knowledge of construction management practices and principles including familiarity with claims management is an asset.
- Experience in stakeholder management related to design or construction of Communications and Integrated Control Systems of subway or light rail transit systems.
- Experience and knowledge of subway or light rail transit system planning, design and delivery would be an asset.
- Knowledge of municipal, TTC, Metrolinx and other national or international rail and transit standards would be an asset.
- Experience in project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants and monitor project activities for adherence to timelines, budgets, and project performance objectives.
- Knowledge of identification and management of project risks and mitigations.
- Analytical and problem-solving skills to monitor contractor performance and contract compliance with legal and regulatory requirements and contact terms and conditions and to proactively develop contingency.
- Qualification in Canadian Rail Operating Rules (CROR) is required
- Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and railway infrastructure construction and construction practices.
- A valid Ontario Class G driver's license is required to travel to various site locations, meetings, operational facilities, etc. Must meet and maintain the corporate standard for a good driving record
