- Manage the Talent Acquisition Core Delivery Team, with subject matter experts (SME) in recruitment, sourcing, analytics and technology.
- Create and foster a working environment that is aligned with the organization's desire to be a “best company to work for”, ensuring that people possess the required skills, are properly aligned, and are provided with the resources to do the job.
- Ensure that Metrolinx's Talent Acquisition programs are benchmarked to best practices, market trends and legislative directives and recommend new initiatives to update current programs.
- Develop and foster strong relationships and partnerships with executives and leaders across the enterprise to understand talent priorities, critical skills/roles and future hiring plans.
- Build, manage and continuously improve strategies and solutions that attract, develop and retain key talent with inclusive approaches around diverse talent. Establish plans, both strategic and technical, including metrics that contribute to the corporate priorities, strategies and annual plans. Align the work of the section with the broader goals and objectives of Human Resources.
- Create a strategic workforce planning approach across all divisions to manage identifying hiring requirements and requisitions on an ongoing basis.
- Evaluate industry and market specific challenges, trends and opportunities to inform talent planning and drive channel strategies to engage and attract key talent.
- Lead and participates in multiple projects by ensuring completion of project plans, specifications, and documentation while managing delivery according to project scope and ensuring efficient and on-time delivery of project tasks and milestones.
- Identify opportunities to improve efficiency related to TA delivery and develop/monitor recruitment metrics that are aligned with organizational objectives as well as managing recruitment performance against established key metrics.
- Manage and continuously improve performance coaching and talent / succession planning processes.
- Oversee the implementation of TA business solutions by building relationships and partnerships with key stakeholders; identifying business needs; determining and carrying out necessary processes and practices; monitoring progress and results; recognizing and capitalizing on improvement opportunities; and adapting to competing demands, organizational changes and new responsibilities.
- Deliver functions within approved budget limitations, explain off-plan deviations, and proactively manages impending financial risks.
- Demonstrated success leading high-performing talent acquisition teams within heavy and/or light rail transit environments, driving full-cycle recruitment strategies across complex project landscapes.
- Deep understanding of rail project lifecycles, including design, construction, testing & commissioning, and operations, with the ability to align hiring strategies to each phase.
- Proven track record recruiting for highly specialized and technical roles, including:
- Rail Engineering (Civil, Systems, Electrical, Signaling)
- Construction, Field Operations, and Project Delivery
- Rail Systems, Rolling Stock, and Technical Specialists
- Expertise in sourcing and securing hard-to-fill, niche talent in competitive and technically complex markets.
- Proven experience supporting large-scale infrastructure and capital project recruitment, including workforce ramp-ups aligned to project timelines and milestones.
- Demonstrated ability to design, lead, and implement enterprise or business unit-wide talent initiatives, driving measurable improvements in hiring outcomes and organizational capability.
- Strong capability in leveraging data, analytics, and market intelligence to influence senior stakeholders, shape workforce strategies, and drive evidence-based decision-making.
- Exceptional business acumen with a strategic mindset; skilled in synthesizing complex data to forecast workforce demand and develop innovative, scalable talent solutions.
- Experience optimizing recruitment delivery through vendor management, technology platforms, and analytics tools, enabling robust tracking, reporting, and continuous improvement.
- Proficiency with Applicant Tracking Systems (ATS) and enterprise platforms, including Oracle applications, with hands-on experience in reporting, querying, and data analysis.
