- Oversees the preparation of operating and capital budgets for review by the Executive Team and Council, ensuring budgets are produced in a timely, accurate and efficient manner.
- Oversees the preparation of long-range fiscal forecasts with a heavy focus on reserve sustainability and debt management.
- Presents budget vs actual variance reporting.
- Prepares, reviews and recommends annual Financial Services Division budget; monitor/administer approved budget and report on same; and authorize payment of accounts.
- Provides Treasury oversight of banking, payables, receivables, general ledger, HST returns, cashflow planning, etc.
- Ensures accurate records and accounts regarding all financial matters.
- Oversees the preparation and review of the City’s financial statements and the provincial financial return.
- Responsible for key financial internal controls, authority levels and oversees period end processes.
- Arranges and executes banking agreements and debt borrowing authorized by Council.
- Responsible for investment of City funds.
- Liaises with the Province, Simcoe County, OPP and various eternal agencies to administer service agreements, grant reporting, etc.
- Monitors Public Sector Accounting Board (PSAB) standards ensuring regulatory compliance.
- Oversees financial growth planning and liaises with divisions on fiscal impacts.
- Responsible for the Development Charges (DC) Background Study, recommending and administration of DC rates and association legislative requirements, administration of DC reserves and capital funding allocations.
- Assists divisions with development finance impacts for reports and activities i.e. new developments, annexation, affordable housing, economic development, capital plan funding, etc.
- Oversees the City’s purchasing function, authorises high value procurements, advises on process anomalies and provides a focus on spend analysis and value for money.
- Represents Orillia on the Simcoe County Insurance Pool, recommends appropriate insurance treatment external to the insurance pool, provides oversight of the claims administration, etc.
- Provides oversight of property taxation and utility billing, ensuring full compliance with statutory regulations.
- Liaises with MPAC regarding property assessments, assessment growth, supplemental billing, service levels, etc.
- Recommends property tax policy related to ratios tax classifications, etc.
- Sets strategy for billing collections and authorizes the property tax sale process, in compliance with provincial regulations.
- Supports the City’s customer service priority.
- Supervises direct staff, assesses capacity, directs work activities and monitors progress through the annual work plan and performance assessment.
- Fosters a positive team approach and motivates employees.
- Provides leadership and facilitates continuous improvement, leveraging lean methodologies.
- Liaises and supports council, strategic leadership, external parties and city staff on cross functional projects, corporate priorities, etc.
- Prepares reports, makes recommendations/presentations and attends Council Committee/Council Committee in closed session, Senior Leadership Team, Operations Leadership Team, community group, public and/or other meetings, as required on related topics.
- Develops and updates associated policies, by-laws, etc.
- Reviews systems and provides recommendations to streamline processes, enhance capacity, improve decision support information, tighten internal controls, etc.
- Ensures the CAO and Council is provided with options on proposals to facilitate good quality policy decision making i.e. development planning, asset renewal funding, etc.
- Situations involving significant budget changes or unplanned large-scale expenditures i.e. Strong Mayor budget changes, service partner pressure etc.
- Investment portfolio management, exceeding $100M.
- Situations involving significant capital budget changes or unplanned large-scale expenditures.
- Advising the CAO and council on the feasibility, desirability and cost of proposed programs and services, policies and by-laws.
- Ensures that the CAO and Council is provided with options on proposals to facilitate good quality policy decision making.
- Operational financial decisions, including planning for growth, evaluating acquisitions, or managing capital investments.
- Serves as a strategic partner, providing financial expertise to help the CAO and Council make sound financial decisions.
- Issues not addressed through established policy or procedures i.e., new legislation, accounting treatment, process/internal control changes, etc.
- Project/initiative funding.
- Strategic financial decisions.
- Decisions regarding the translation of the City's overall vision into achievable financial goals and strategies, ensuring resources are directed effectively.
- Ongoing challenges, key projects, and potential financial disruptions, such as liquidity issues or compliance updates.
- CFO serves as a strategic partner, providing financial expertise to help the CAO challenge existing strategies and make sound decisions.
- University Degree in Business Administration or related discipline coupled with a professional accounting designation (CPA, CA, CGA, CMA).
- Master of Business Administration (MBA) would be an asset.
- Financial experience of at least five to 10 years in a municipal environment.
- Progressive leadership advancement is an asset.
- Knowledge of the Municipal Act, Development Charges Act, Procurement Trade Agreements, Public Sector Accounting Standards, and various other related legislation or regulations.
- Investment and debt management, provincial/federal funding programs, property taxation, auditing principles and practices.
- Excellent employee and customer relation skills; experience with volunteer and community organizations.
- Proficient system knowledge of MS Office Applications.
- Familiarity with MS Great Plains, Questica Budgeting, CaseWare an asset.
- Sitting, standing, or walking.
- Work is conducted in a standard office environment with continual visual concentration required.
- Stress is a factor, particularly at budget, year-end or multiple priority delivery points, with a high level of responsibility and financial authority.
- Valid Class ‘G’ Ontario driver’s license and access to a reliable vehicle.
- A current and acceptable Criminal Record Check is required prior to the commencement date.
- A willingness to work irregular hours, including evenings and weekends as required.
- Position requires after-hours response to emergency and critical operational issues.
- A high-speed internet connection and a proper workstation at a home location.
