You will be reporting to the Program Leadership team, and will provide the program manager, program delivery manager, and project managers with viable information for effective management and cost control of the various projects. In addition, you will be accountable for supporting the implementation of processes, checks and balances to determine and maintain Budget, Actual Cost and Estimate at Completion (EACs) of projects. We are seeking an individual who must demonstrate an aptitude for efficiency, problem solving, and resourcefulness with a deep commitment to the Program goals. This role will be based in a Stantec office on a full-time basis.Your Key ResponsibilitiesMaintain program-level budgets in accordance with the Total Cost Management (TCM) framework.Maintain cost coding system aligned with the Cost Breakdown Structure (CBS), ensuring accurate allocation of actuals, commitments, and forecasts for consistent reporting, traceability, and performance analysis.Prepare and maintain detailed cost reports, dashboards, and performance indicators, identifying and analyzing cost variances.Prepare cost forecasts, integrating actual costs, accruals, trends, and potential changes.Work with the Program team to develop and maintain program and project cash flows to support the delivery of the capital infrastructure programSupport the overall funding/financing strategies for the program based on the program cash flowPrepare all required budget requests and associated justifications to ensure the uninterrupted funding of program activitiesSupport all financial activities required to support issuance of revenue bonds; secure grant funding, loans and other forms of program fundingAssist with the preparation of program budgets, work with program controls and accounting staff to maintain program accounting information in compliance with all funding sources, oversee the tracking and management of all expendituresMaintain the assurance program to support compliance with the terms and conditions of interrelated state and federal loans, manage and update a comprehensive inventory of loan requirements to enable program compliance, communicate state and federal loans requirements to interdisciplinary teams that may include design, construction, safety, permitting, land use, real estate acquisition, finance and controls, procurement, and public outreach personnelWork with the Program team to develop and deliver the monthly update reporting package for the client. This will include cost, schedule, EAC and design updates for the month.Support Procurement and Contracts Administrator with procurement activities including but not limited to, bidding, change management, document management, and closeoutAdminister updates and maintenance of the assigned ProgramAssist in ensuring compliance with corporate financial policies, audit requirements, and control frameworks.Work as part of an integrated consultant-client teamMay required travel to client siteYour Capabilities and CredentialsExperience with financial systems such as SAP, Oracle or others is desiredExperience on large capital infrastructure programs is desiredProficient in Microsoft Excel, Word, Access, and other standard business applicationsStrong oral and written communication skillsAbility to concurrently manage multiple assignments and quickly adapt to new prioritiesEducation and ExperienceBachelor’s degree in Finance, Accounting, Business, Engineering, Construction Management, or similar disciplineA minimum of 8-12 years of relevant experience including developing processes and procedures related to cost and budget management and managing contract management informationExperience in large capital expenditure projects desiredSound understanding of AACE International TCM Framework desiredThis description is not a comprehensive listing of activities, duties or responsibilities that may be required of the employee and other duties, responsibilities and activities may be assigned or may be changed at any time with or without notice.Stantec is a global leader in sustainable engineering, architecture, and environmental consulting.
