- Lead, conduct negotiations and execute contracts with subcontractors, which could include contracts related to technical development and design, as well as material or production, intellectual property rights/software use agreements, proprietary information agreements, partnership agreements, etc.;
- Critically analyze the requirements of contracts with subcontractors as well as compliance with these requirements;
- Lead pre-award negotiations (if required) with successful bidders;
- Prepare and issue the required documents to enable the approval and execution of the contract;
- Carry out the implementation of agreements related to major suppliers for equipment management and R&O activities;
- Be responsible for the management of large, complex project initiatives of strategic importance to the organization, involving cross-functional teams;
- Implement sourcing strategies, assesses supplier risk (including financial) and develops mitigation plans;
- Develop & obtain subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services;
- Prepare request for proposal, conducts suppliers' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts;
- Accountable for monitoring and managing supplier performance against contractual, quality, cost and delivery requirements;
- Communicate within and outside the organization, including briefings for senior management, clients and key suppliers;
- Participate and support the Programs team for the creation and presentation of SMRs to clients on a semi-annual basis;
- Establish and maintain business relationships with various functions, suppliers and customers;
- Represent L3Harris with its social partners and institutions;
- Support the subcontract management team and business objectives/needs;
- Provide advice, coaching and training to other employees of the Subcontract Management Department;
- Encourage the search for best practice;
- Adhere to established policies and procedures throughout the contract management cycle;
- Support the development and update of templates such as requests for information, requests for proposals, subcontracts in accordance with L3Harris/MAS policies and procedures and applicable customer contracts.
- Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.;
- In this position, you will also be called upon to make tactical or strategic recommendations that have a direct impact on the achievement of results;
- Work in collaboration with other functions such as Program Manager, Business Development, Supply Chain Leadership and Operations;
- Strong negotiations skills and knowledge of company legal terms and conditions;
- Experience with Intellectual Property (IP) and Patent requirements to protect company's IP and patents;
- Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, Controlled Goods etc.);
- Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance;
- Ability to travel domestically and internationally.
- Bachelor's Degree in Administration, Engineering, or Project Management;
- 10 years of experience in subcontract, procurement, supply chain management, or equivalent(legal, engineering, project management, contract management prior relevant experience;
- Required prior experience in subcontract administration and management;
- Proven experience as a subject matter expert (SME) in subcontract T&C`s and project management;
- Lead complex T&C's negotiation with OEMs and large subcontractors;
- Experience in leadership and influence without direct reports;
- Ability to act as a delegate or replacement for the manager;
- Experience with trade compliance regulations (ITAR, EAR, etc.);
- Knowledge of industrial and technological benefits policy and value proposition;
- Experience with the Government of Canada's Controlled Goods and Contract Security Programs;
- Experience with international and commercial contracts of subcontractors;
- Experience with FAR and DFAR, including the Truth in Negotiations Act (TINA) will be considered an asset;
- The knowledge of the French language, other than the English language is necessary due to contractual requirements.
- Must be eligible for registration with the Controlled Goods Program;
- Must be eligible to obtain and maintain a government of Canada Reliability status and Secret Level 2/NATO Secret security clearance;
- Must be eligible to meet the requirements for U.S. International Traffic in Arms Regulations (ITAR).
