Project:The Woodfibre LNG Project is located approximately 7 km west-southwest of Squamish, British Columbia. It involves the design, construction, commissioning & start-up and operation of a liquefied natural gas (LNG) export facility on the previous Woodfibre pulp mill site, which will have a floating storage capacity of 250,000 m3 and will produce approximately 2.1 million tons per year of LNG.Woodfibre Management Ltd. is a privately held Canadian company based in Vancouver and a subsidiary of Pacific Energy Corporation Limited.Position Overview:Woodfibre LNG is seeking a Project Director, reporting to the Vice President – Projects. The Project Director will act as the single point of accountability for the overall execution management of the Woodfibre LNG Project spanning across multiple geographical locations such as Qingdao, China (module fabrication yard), Houston, USA (EPC Contractor’s design office) and Squamish, Canada (construction site). The Project Director will also require extensive collaboration with the internal regulatory and environmental team, EPC Contractor as well as external stakeholders (equity partner, LNG offtaker, financial institutions, etc). This senior level position requires the individual to be a project professional capable of leading large scale gas projects of more than $1 billion, from the Owner’s side. The candidate must have strategic decision-making skills, along with professional verbal and written communication skills. Main work location in Squamish, but business travel to Houston, China (module fabrication yard).Key Responsibilities:As a Project Director, the key responsibilities include the following:
  • Managing all aspects of EPC project execution including Safety, Engineering, Quality, Project Controls, Risk, Procurement, Contracts, Logistics and Materials Management, Module Fabrication and Site Construction (onshore and marine facilities).
  • Managing compliance of the EPC Contract and other internal legal and commercial agreements.
  • Managing performance of the EPC Contractor, subcontractors and suppliers.
  • Managing stakeholder engagement with the Equity Partner, LNG Offtaker and other internal teams such as Commissioning and Start-Up, Operations, Regulatory and Environmental, Feed Gas Pipeline, LNG Marketing, External Affairs and Community Relations.
  • Directly managing the execution of Owner’s scope such as some temporary marine facilities and external substation with incoming transmission lines.
  • Providing accurate reporting on the performance of EPC activities to all stakeholders.
  • Developing and implementing project specific plans, protocols and procedures.
  • Managing and implementing lessons learned during all project phases.
  • Supervising team personnel through coaching, delegation, and identification of training needs and monitoring of performance to ensure optimum resource utilization, adherence to procedures, and best work practices.
  • Recruiting resources to support successful execution.
RequirementsRequired Experience:
  • Bachelor’s degree in Engineering (or similar).
  • 20+ years of project experience in major capital projects in the oil and gas industry in various execution phase key roles in project management, project controls, engineering and construction.
  • Direct management of the execution of complex large-scale oil and gas projects > $1 Billion USD being executed by a tier 1 oil and gas EPC Contractor.
  • At least 10+ years of direct supervisory experience managing large diverse multi-cultural organizations across various international locations.
  • Management of various contracting strategies (lump sum turn key, reimbursable, unit rates, etc.).
Additional Requirements:Preferred
  • LNG experience.
  • Experience in managing Canadian oil and gas projects.
  • Knowledge and application of BC and Canadian project regulatory requirements.
  • Worked on the owner’s (i.e. client) team.
