- Provide leadership and direction to the department's utility accounts receivable, general account receivable, accounts payable and cash management personnel.
- Coach, mentor, and support staff in the provision of financial services
- Participate in the recruitment, discipline, and/or termination of direct reports.
- Manage the Investment Portfolio.
- Maintain the Chart of Accounts and the Job Cost software systems.
- Provide ongoing guidance, coaching, and problem resolution to corporate and department representatives involved with revenue and expenditure accounting processes.
- Reconcile relevant balance sheet accounts, including monthly bank accounts and investment statements.
- Prepare and reconcile monthly adjusting journal entries.
- Interpret and clarify policy to ensure consistent application throughout the M.D. to comply with the Public Sector Accounting Standards.
- Prepare detailed management reports and summary continuity schedules for cash flow analysis, receivables, deferred revenue, payables, and investments.
- Assist in the preparation of the annual operating and capital budgets.
- Assist with yearend processes and working papers.
- Perform other related duties within the scope of the position as required.
- Bachelor of Commerce Degree in Finance, Accounting, or a related field.
- Professional designation, Chartered Professional Accountant (CPA), Certified Local Government Manager, etc. is desired.
- 3+ years management experience in the accounting field, preferably in a Municipal Government setting.
- An equivalent combination of education and experience will be considered.
- Knowledge of the Municipal Government Act and the Public Sector Accounting Standards as issued by the Public Sector Accounting Standards Board.
- Strong analytical skills to ensure accuracy; analyze problems and develop solutions with minimum supervision.
- Excellent communication (written and verbal), analytical and interpersonal skills.
- Strong computer skills, including proficiency in Microsoft Word, Excel, and MS Dynamics.
- Effective organizational, time management and multi-tasking skills to prioritize and complete tasks within restricted timelines while ensuring exceptional attention to detail and accuracy.
- Ability to maintain confidentiality, foster strong customer service practices and build effective working relationships.
