Role Overview
The Senior Project Manager / Project Leader will be responsible for leading and delivering large-scale, complex IT and public safety technology initiatives within the client organization. The role involves end-to-end project management, senior executive stakeholder engagement, vendor and contract management, financial oversight, and ensuring no disruption to public safety operations in a 24x7 mission-critical environment.Key Responsibilities
Project & Portfolio Management
- Develop detailed project charters, integrated project plans, work packages, schedules, and communication plans, including obtaining required approvals.
- Create, manage, and execute assigned work packages within the overall project plan, ensuring completion of all deliverables, documentation, and reports.
- Manage multiple concurrent projects in alignment with organizational IT standards and PMI best practices.
- Participate in steering committees and stakeholder forums, providing accurate project and portfolio reporting to senior executives.
- Proactively manage stakeholder interests and expectations throughout the project lifecycle.
- Identify, assess, and mitigate project risks and issues; escalate to Project Sponsors and Portfolio teams with recommended mitigation strategies.
- Ensure project implementation plans do not negatively impact public safety operations.
- Coordinate closely with Public Safety Operations to align project timelines and delivery activities.
- Manage project budgets with a high level of fiscal control and accountability, including forecasting, variance analysis, and planned vs. actual reporting.
- Lead vendor engagements, negotiations, and delivery of multi-year contracts for warranty, maintenance, and support of public safety technologies (e.g., Computer Aided Dispatch systems).
- Ensure development and delivery of business cases and executive submissions for long-term support and maintenance approvals.
- Collaborate with Legal and Procurement teams to ensure organizational processes are followed and business interests are protected during contract establishment.
- Develop detailed business analysis documentation outlining problems, opportunities, and solution options.
- Support market scanning, procurement, planning, implementation, and project close-out activities.
- Prepare executive-level reports, briefing notes, and presentations.
Project Management & Coordination (30%)
- 10+ years of experience in Program and/or Project Management.
- Strong working knowledge of PMI methodologies and industry standards.
- Demonstrated experience managing all phases of the Software Development Lifecycle (SDLC) for large, complex IT projects.
- Proven ability to manage large project budgets, including estimates, forecasts, and reconciliation of actuals.
- Experience leading the development of project charters, integrated project plans, and governance artefacts.
- Demonstrated experience with Enterprise Content Management solutions.
- Proficiency with project management tools such as MS Project, Clarity/Planview, or equivalent.
- Experience with Public Safety Answering Point (PSAP) telecommunication systems, including:
- Communication Console Systems (CCS)
- Trunked Radio Systems
- Conventional Communication Solutions and associated backup systems
- Experience planning and implementing voice communication services in public safety environments.
- Experience implementing or replacing voice logging systems.
- Knowledge of backend technologies supporting radio and paging systems.
- Proven experience leading projects from market scanning and procurement through implementation and completion.
- Experience with Public Safety Radio Network (PSRN).
- Experience working with and leading large, multidisciplinary project teams.
- Strong ability to prepare and deliver project status updates and executive-level reports.
- Proven ability to manage scope, timelines, and stakeholder expectations across technical and non-technical audiences.
- Excellent written communication skills, including preparation of briefing notes, proposals, and executive presentations.
- Demonstrated leadership in resolving resourcing and interpersonal conflicts.
- Ability to work independently and make sound decisions with minimal supervision.
- Strong presentation and facilitation skills for senior management and stakeholders.
- Experience within the land ambulance sector and related stakeholders is considered an asset.
- Experience managing projects in 24x7 mission-critical or public safety environments.
