  • Patients Before Paperwork (Pb4P) is a multi-year initiative (FY23-28), announced as part of the government’s health care plan, Your Health - A Plan for Connected and Convenient Care. It aims to equip frontline healthcare providers with secure digital solutions, replacing approximately 80% of fax use across high-priority clinical workflows (e.g., lab test orders, prescribing and refills, diagnostic imaging and other specialized services referrals) by fiscal year 2027-28. Pb4P focuses on making improvements to existing clinical workflows through modernizing approaches to care delivery, reducing administrative burden for frontline providers, and better connecting patients and providers to the province’s digital infrastructure, ultimately enhancing care provision for patients across the health system.
  • The purpose of this procurement is to procure a Senior Program Manager resource to oversee projects related to the ePrescribing portfolio.
Must haves:
  • Minimum 8-10 years of experience project managing electronic health-related projects, ideally with experience deploying clinical software systems
  • Minimum 8 -10 years of experience with and knowledge of project management concepts (e.g. project goals, risk, scope, participant roles, project and work package planning & scheduling, and quality management)
  • Minimum 5 -6 years of knowledge working with prescription data workflows and associated business processes within hospitals, provincial agencies and/or pharmacies
  • Minimum 5-6 years of experience working with large, multi-project, programs in the health care system
  • Excellent communication skills both verbal and written, and strong stakeholder engagement skills
  • Excellent time management, with the ability to manage tight deadlines and prioritize multiple projects
  • Demonstrated experience managing projects or programs in matrix organizational environments
Responsibilities:
  • The Senior Program Manager is responsible for overseeing projects related to the ePrescribing portfolio, including management of issues and risks.
  • Develop program status reports, deployment reporting/tracking and maintaining and monitoring status reporting logs for stakeholders within the Agency
  • Update and monitor project document repository to ensure all documents are reviewed and maintained in the repository
  • Work closely with other the Agency teams, such as the Agency’s Identity and Access Management Service (ONE ID), the Registry teams (PPR and PCR), and the Digital Health Drug Repository (DHDR) support requirement gathering and solution development
  • Articulate and prioritize issues and risks and recommend mitigation strategies for decision makers
  • Use appropriate strategies and actions to overcome resistance to change and capitalize on forces in support of change during all stages of projects – concept, definition, planning, implementation and close-out
Desired Skills:
  • Professional certifications: Project Management Professional; Knowledge and understanding of Project Management’s Institute’s Project Management Body of Knowledge
  • Demonstrated project management software skills and experience e.g. MS Project, MS Teams etc.
  • Demonstrated experience working with various Project Management delivery methodologies (e.g. Waterfall, Agile, etc.)
  • Experience with health system business implementation and deployment projects
  • Proven track record working with pharmacies and/or pharmacy management systems in a clinical or business setting
  • Proven track record working with health care professionals in a clinical or business setting
  • Experience in liaising with customers/stakeholders where customer service was a key focus to responding to queries, issues/risk management, etc.
  • Relationship building, facilitation and influencing skills to successfully partner with internal and external stakeholders
  • Ability to readily identify, assess and mitigate implementation and service or system adoption issues
  • Experience with and/or knowledge of change management, workflow analysis and redesign, business process integration, and/or evaluation/quality improvement, preferably in the health sector

  • Deliverables include, but are not limited to:
  • Manage multiple aspects of the ePrescribe program, within the Pb4P portfolio, documenting business requirements, scope and budget, with a focus on cost-effectiveness, efficiencies and compliance with approved project management methodologies and frameworks
  • Engage with clinical health care organizations and stakeholders including the establishment of client relationships to manage expectations
  • Work with pharmacy subject matter experts within the Agency to provide stakeholder feedback, business requirements
  • Proactively identify potential risk events and issues before they occur so that proper mitigating strategies can be developed; identify potential conflicts between project and functional areas
Additional TermsKnowledge Transfer Details:
  • The resource will ensure full knowledge transfer is provided to the Agency team before the end of the engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.
  • The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.
  • The resource will work collaboratively with the Agency team throughout the assignment and ensure key deliverables, milestones, and documentation are shared.
  • A walkthrough of any demos, development, etc. will be required before the end of the engagement.
