As an integral member of the Payroll department, the responsibilities of the Payroll Manager include providing direct supervision for assigned personnel; coordinating the Hospital's payroll processing to ensure accurate and timely payments to employees; establishing and maintaining departmental procedures; ensuring the efficient operation of the department; and participating in the training and development of payroll staff to achieve excellence in payroll administration.On a practical level, you will
- Co-ordinates all payroll input preparations into Oracle HCM
- Co-ordinates and implements change to improve the efficiency of payroll procedures for Oracle HCM
- Performs reconciliation of payable accounts and prepares remittances of amounts withheld.
- Hires, coaches and evaluates payroll staff.
- Ensures payroll accounting procedures are accurate and complete; maintains effective internal controls for the payroll function.
- Reviews and reconciles Pension Deductions following the bi-laws from HOOPP.
- Investigates and resolves complaints and inquiries from department managers, directors and government departments.
- Co-ordinates and maintains responsibility for completing annual procedures such as year-end balancing, T4's, T4A's preparation, Pension Annual Contribution Report, WCB and EHT, etc.
- Works safely in accordance with the Occupational Health and Safety Act
- Certificate of Payroll Management Course as recognized by the Canadian Payroll Association or equivalent experience.
- 3 Year Post-secondary education with accounting emphasis or Administration, or equivalent experience.
- 5-7 years payroll office experience with minimum 4 years in a supervisory role in a computerized payroll office, preferably in a unionized environment of no less than 1000 employees.
- Demonstrated organizational and coaching/mentoring leadership skills.
- Complete knowledge of computerized payroll system.
- Complete knowledge of Revenue Canada Taxation regulations.
- Complete knowledge of Pension legislation.
- Ability to plan and work within strict deadlines.
- Excellent mathematical aptitude.
- Excellent written and verbal communication skills.
- Excellent analytical and problem-solving skills.
- Ability to use personal computer and applicable software, including spreadsheets and word processing products.
- Bilingualism in French/English an asset
