Job Description:The City of Toronto's Fleet Services Division is looking for an experienced and innovative Supervisor Fleet Training to join the Fleet Safety Team.Reporting to the Manager, Fleet Safety and Compliance, The Supervisor Fleet Training will coordinate the delivery of the City's Fleet Safety Program, including training, compliance, collision management and driver qualification activities. The position provides operational oversight of Fleet Safety programs and staff, ensuring alignment with corporate policies, legislative requirements and divisional needs, while supporting consistent application of safety standards across all operating divisions.The role supports program implementation, monitoring and continuous improvement through training, audits, data analysis and stakeholder coordination, and provides guidance to divisions on fleet safety practices, compliance requirements and risk mitigation strategies.Major ResponsibilitiesSupports the development, implementation and continuous improvement of the Fleet Safety Program, ensuring alignment with corporate policy, legislative requirements and divisional operational needsSupervises Fleet Safety staff, including assigning work, monitoring performance and supporting staff development to ensure effective program deliveryProvides subject matter expertise and guidance to management, divisions and stakeholders on fleet safety requirements, compliance and risk mitigationEnsures compliance with applicable legislation and standards including HTA, OHSA, TDG and internal City policies and proceduresLeads audits of fleet safety programs, divisional practices and driver compliance, including MTO Driver Certification Program (DCP) audits, and follows up on corrective actionsDevelops and administers train-the-trainer (TTT) frameworks, including instructor qualification, certification and quality assurance processesCoordinate and support CVOR compliance activities, including coordination of CVOR facility audits, record management and corrective action trackingAdministers the driver permit program in accordance with policy, procedures and applicable collective agreementsSupervises collision management activities, including coordinating investigations, reviewing root cause findings, and supporting corrective and preventative actionsDevelops, coordinates and delivers behaviour-based and remedial training programs to address driver performance and reduce riskMonitors and analyzes fleet safety data and performance metrics, including collisions and CVOR impacts, to support program improvementsDevelops, updates and maintains fleet safety policies, procedures and standards to ensure consistency and complianceParticipates in Permit Review Committee (PRC) processes by providing analysis and recommendations in accordance with established proceduresSupports implementation of program improvements, including the use of telematics and other safety technologiesCoordinates with divisions to support consistent application of fleet safety standards and proceduresOversees driver training and qualification programs, including licence upgrades, equipment certification and compliance trainingSupports procurement processes by contributing to RFP development and monitoring contractor and vendor compliance with safety requirementsCoordinates responses to safety-related issues, including serious collisions, driver concerns and public complaints, in collaboration with management and divisionsCommunicates fleet safety requirements, updates and performance outcomes to divisions and stakeholdersSupports labour relations processes related to safety matters in accordance with collective agreements and City policiesMaintains knowledge of industry practices, regulatory changes and emerging trends to support continuous program improvementProvides operational support as required, including participating in training and testing activitiesPromotes a culture of safety, accountability and continuous improvement across all divisions operating City vehicles and equipmentKey QualificationsPost-secondary education in a relevant field such as transportation, occupational health and safety, business administration, or a related discipline, or an equivalent combination of education and experienceConsiderable experience in Fleet Safety and or Driver Training, or a related operational environmentExperience supervising staff in a unionized environment, including performance management, scheduling, and applying collective agreementsDemonstrated knowledge of applicable legislation and regulations including HTA, OHSA, TDG and related standardsExperience conducting or overseeing collision investigations and applying root cause analysis and corrective actionsExperience developing, coordinating, or delivering training programs, preferably in a safety or operational environmentExperience using data, performance metrics, and reporting tools to monitor program effectiveness and support decision makingAbility to develop, implement, and evaluate policies, procedures, and operational programsExperience working with multiple stakeholders, including internal divisions, external partners, and regulatory bodiesExperience supporting procurement processes, including development of specifications and evaluation of vendor performanceStrong communication, presentation, and interpersonal skills, with the ability to provide guidance and training to a diverse workforceDemonstrated organizational and time management skills with the ability to manage multiple priorities and meet deadlinesProficiency in standard business software and systems used for reporting, tracking, and communicationMust possess a valid Ontario Class “D” driver's licence or higher with a Z endorsement and have the ability to obtain and maintain a City Driver's PermitPlease note:As a condition of employment with the Fleet Services Division, selected candidates
