- Provide leadership and direct line management for the Rights and Title team, including forestry, local government, environmental teams, plus records management and GIS staff.
- Manage team workloads, oversee staff training and development, provide mentoring, and contribute to the development and maintenance of a positive work environment.
- Oversee the Rights and Title referrals process, including leading intake and file assignments, supporting staff, managing priorities, timelines and problem-solving urgent issues.
- Manage contractors and consultants, as needed.
- Identify and organize capacity requirements, as needed, to support the demands on the department.
- Lead the implementation of the shíshálh Nation Lands and Resources Decision-Making Policy, including engaging proponents from government, industry, and community.
- Work with the Divisional Manager and Rights and Title staff to implement government and industry agreements.
- Participate in Shared Decision-Making and Relationship working groups and boards.
- Develop information to support community engagement activities.
- Engage in high-level strategic planning initiatives.
- Prepare reports, recommendations, plans, procedures, and background documentation as required on stewardship matters, including forestry, environmental issues, local government matters, and issues related to government engagement for Nation decision-makers.
- Provide recommendations and ensure that the Divisional Manager is briefed on all relevant matters.
- Utilize technical expertise to provide advice to staff on processes and information involved in the referral process.
- Identify and address complex issues that require management-level engagement to support operational staff.
- Manage budgets and spending, including reviewing and approving invoices and expenses.
- Lead the archaeological business-related tasks for the department.
- Manage HR requests and coordinate hiring of staff and consultants.
- Coordinate the STLM administration team to support office processes.
- Support the development of decision-making documents and implementation of key processes.
- Assist the Divisional Manager with implementing annual long-term strategic directions and goals.
- Develop budgets with the Divisional Manager and prepare budget reports as requested.
- Perform other duties within the scope of the position, as assigned.
- An advanced university degree in public administration, Aboriginal studies, natural resource management, biology, environmental sciences or a related discipline preferred, or an undergraduate degree and equivalent relevant experience in your field of study.
- A minimum of five (5) years’ experience in stewardship, Rights and Title or other relevant area.
- A minimum of five (5) years of management experience and demonstrated success in direct line management and mentoring of high-performance teams.
- Must have administrative capability in a government or business environment, or relevant work experience, including experience managing multiple projects or a department.
- Knowledge and historical background of the shíshálh Nation is considered a major asset.
- A valid driver’s license and a clean Criminal Record Check.
- Demonstrated project management experience with leadership roles.
- Strong analytical and communication skills, including the ability to write clear and accurate reports.
- Demonstrated proficiency in any of the following: facilitation, conflict resolution, strategic and tactical planning; creativity and innovation in problem solving; stakeholder engagement; shared decision-making; negotiation.
- Excellent organizational and time management skills and attention to detail and timelines.
- Ability to multitask, respond to changing priorities, and pick up new concepts quickly.
- Experience convening meetings, facilitating discussions, setting agendas, and taking meeting minutes.
- Experience with research and planning that uses spatial analysis, such as GIS.
- Demonstrated experience using Microsoft Office programs, including Word, Excel, and Outlook.
