This position works independently for all aspects of coordinating and reviewing REB applications within the office and collaboratively with the REB Chair(s) and members.WORK PERFORMEDThis position must be pro-active in identifying and rectifying any weaknesses in compliance with the TCPS2 and other national ethical and legislative standards for research ethics.Policies:· Advises researchers on Canadian federal and provincial regulatory requirements and the TCPS2 requirements for conducting human research as well as specific UBC REB policies, standards and requirements.· Ensures consistency of REB policies and decision-making processes when reviewing applications and providing guidance to researchers / faculty.· Advises and provides instruction and training to researchers and research staff on how to use and navigate the web-based system· Advises researchers regarding how to complete the application form on the on-line systemPre-Review:Under the direction of the Manager, Administration and Compliance, this position will assist with the following:· Advises researchers on policy requirements for the recruitment of human participants and appropriate consent methodologies to ensure compliance with UBC REB standards· Advises researchers on submission requirements for ethical review including the differentiation between full Board and minimal risk review processes particularly in health studies· Performs initial review of new applications, including analyzing required documentation for new studies, specifically application forms and consent forms, for compliance with standard UBC REB, affiliated hospital and regulatory requirementsPost-Review:Under the direction of the Manager, Administration and Compliance, this position will assist with the following:· Consolidates and reconciles REB-decisions arising from the review process· Provides post-review decisions to the researcher in an accurate and timely manner· Ensures that REB decisions are communicated to researchers in an accurate and timely manner· Advise researchers on decisions, and on suitable responses to provisos· Ensures that Certificates of Ethical Approval are accurate and issued according to standard timelines· Coordinates the post-review requirements for amendments, annual reviews and monitoring· Advises researchers of their obligations with respect to maintaining compliance with UBC, TCPS2, UBC affiliated Hospital and US government regulations for ongoing researchReview:· Reviews and approves new Post Approval Activities (PAAs) that fit into the REB SOPs for staff review.Administrative and Support Responsibilities:· Monitors notices of Annual Renewal of Ethical approval required for active and closed research projects and follows up when required, including tracking and timely follow up of lapses of ethics approvals, to ensure institutional compliance with national regulatory requirements.· Monitors studies that are in a provisos-pending state and follows-up with researchers as required.CONSEQUENCE OF ERRORThis position has significant influence on the quality and effectiveness of the services provided by UBC’s REBs. Non-compliance with contractual terms and/or sponsoring agency guidelines could result in the return of agency funds, loss of future funds and/or inability to collect funds owed to the University. Incorrect interpretation of Sponsoring Agency and University policy provided to faculty may result in non-compliance with sponsoring agency terms on the use of funds and decreased success rate in grants competitions. Errors in judgment could have a significant impact on the incumbent's ability to carry out the functions of the position effectively and could have adverse consequences on continued positive relationships with faculty and staff.Information that is accurate and timely is absolutely essential for the support of faculty applications for research. A perceived lack of consistency could cause investigators to question the validity of BREB decisions. Delays in processing the decisions of the BREB can significantly affect an investigator's ability to secure competitive funding from sponsors, launch the study in a timely manner, or can cause a delay in the release of granting agency funds. Lack of a rigorous review and inaccurate approval documentation could also result in investigators questioning the validity and reliability of the BREB's review processes.SUPERVISION RECEIVEDWorks with independence under the direction of the Manager, Administration and ComplianceQUALIFICATIONSMinimum· Undergraduate degree in a relevant discipline.
