DEPUTY CLERK-TREASURERThe Village of Oil Springs is seeking a motivated professional for the position of Deputy Clerk-Treasurer. Reporting to the Clerk-Treasurer, the Deputy Clerk is responsible for maintaining effective financial administration of the municipality.Key functions, responsibilities are accounts payable, accounts receivable, bank deposits, utility billing, customer service, cemetery administration, secretary to various committees of council, assist with Mesh and One-Call locates with public works department, backup for payroll and clerk functions as required.The successful candidate will have:
  • Post secondary education in finance and accounting, or related discipline; or an equivalent combination of education and experience
  • Minimum 2-3 years’ experience in utility billing, accounts receivable, and payables, lottery licensing, facility rental
  • Experience with Municipal software programs – Munisoft, Mesh, Community Diligent, Go Evo, CityWide
  • Strong customer service commitment and public relations skills to respond effectively to ratepayer issues
  • Excellent communication skills, both written and oral, to interface effectively with public works staff, council, other local municipalities, and the general public.
  • Practical knowledge of and experience in database, spreadsheet, and word processing software.
  • Assist with IT support for the municipality, keep website and social media current
  • Assist the Clerk-Treasurer with meeting reports, policies and procedures, budget preparation, and assist Public Works Superintendent and Fire Department with clerical duties
  • Attend council and committee meetings as required
  • Possess excellent time management skills and strong attention to details
Qualifications
  • 2-3 years accounting and office experience, preferably in a municipal setting
  • Computer literacy in Windows environment utilizing Microsoft Office applications with advanced function abilities within Excel
  • General knowledge of the Municipal Act and Assessment Act, legislation, regulations, policies, and procedures that impact municipal government operations
The position is 0.8 FTE, but frequently requires full-time participation as determined by the municipal cycle of operations and during the initial employment and training responsibilities (minimum 28 – 35 hours/week).
