Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system.   • Reviews Metrolinx approvals and permits issued documents, approval conditions, approved drawings/plans, and reports, to ensure completeness, compliance, and consistency with established, guidelines, standards, regulations, operating documents and maintenance requirements (including, but not limited to, Building Transit Faster Act - BTFA).
  • Conducts construction oversight and enforcement inspections once approvals and permits are issued to 3rd parties to ensure that their construction work are carried out in accordance with applicable Metrolinx conditions and approval documents, including ad hoc field inspections and compliance checks and investigations in response to reports/complaints to validate proper application of established Metrolinx guidelines, standards and procedural documents.
  • Identities, documents and reports potential field/site conflicts, non-compliance, contraventions of regulations and or/risks to Metrolinx activities for the corridor observed during construction oversight inspections/field audits to document permit violations and non-compliance in accordance with internal documentation procedures (including use of EGIS, Inspection logs, web application (Field Maps app)).
  • Determines the severity of construction site non-compliance, enforcement issues and permit violations based on regulatory standards, permit and approval conditions, and operating documents (LRT Operating & Maintenance requirements, BTFA, LRT Guidelines, TCSR, CROR) to facilitate the issuance of non-compliance notices and stop work orders.
  • Establishes construction oversight, enforcement and asset protection priorities based on prevailing Metrolinx project schedules and program requirements.
  • Liaises with both internal (Third Party Projects Review team, project delivery teams, project companies etc.) and external stakeholders (third party applicants) as necessary and in relation to construction oversight inspections and field audits to ensure full compliance of proponent activities with prevailing safety regulatory policy, best practices, and emerging issues and guidelines.
  • Develops and practices appropriate internal and external management control systems to enable construction progress while maximizing safety, environmental sensitivity, and expense accountability
  • Monitors the third-party construction oversight and compliance program to ensure adherence with established regulations, internal procedures, policies, and guidelines and also maximize transit schedule adherence/minimize corridor delays.
  • Provides input to the budget process for the third-party construction oversight/inspection, LRT Operation and Maintenance needs, and field audit program and other corridor management programs.
  • Liaises with internal stakeholders and project teams to determine post inspection action in cases of non-compliance or permit violations in accordance with regulatory standards and operating documents.
  • Managing Technical Contractors regarding site visits, construction monitoring and compliance audits, corrective measures and remediation actions to address third party impacts and construction monitoring requirements
  • Provides subject matter expertise and day-to-day information and direction regarding post construction inspection program and issuance of non-compliance notices and stop-work orders.
  • Other duties as assigned.
What Skills and Qualifications Do I Need?
  • Completion of diploma or trade certification with apprenticeship in construction site management, construction inspection or a related field - or a combination of education, training, and experience deemed equivalent
  • Demonstrated years of experience in the transportation industry
  • Previous experience as a CSO (Construction Safety Officer) and or CCO (Construction Compliance Officer) is also an asset.
  • Knowledge of LRT Guidelines, LRT Operation and Maintenance requirements, Building Transit Faster Act (BTFA), and Transport Canada Safety Rules (TCSR)an asset.
  • Experience monitoring allocation of resources and problem solving and analytical skills to address construction oversight inspections, information requests and perform spot audits in the field.
  • Interpersonal and oral/written/presentation communication skills to collaborate with stakeholders and communicate enforcement requirements.
