- Graduation from an accredited Health Information Management Diploma or Bachelor Program.
- Four (4) years’ recent, related experience as a Health Record Administrator in a multi-service facility, including a minimum one year of experience in data analysis, database management and coding, or an equivalent combination of education, training and experience. Canadian Health Information Management Association (CHIMA) Certified. Education in computer science/programming and project management would be an asset.
- Travel between HIM sites requires access to a vehicle and a valid BC Driver’s License.
- Demonstrated knowledge and ability to utilize and troubleshoot computer software applications and report writer tools, such as Crystal Report, MS SQL Server Management Studio, the MS office suite, MS SharePoint, MS TEAM and remote applications.
- Demonstrated ability to code in ICD-10-CA/CCI and abstract in the CIHI Discharge Abstract database, NACRS, PDR and other databases.
- Demonstrated knowledge of Case Mix Groups (CMGs), Comprehensive Ambulatory Classification System (CACS), Resource Intensity Weight (RIW) and Expected Length of Stay (ELOS).
- Ability to understand computer terminology, which allows communicating and interacting effectively with project team, vendors and other system stakeholders.
- Demonstrated ability to lead, mentor and teach staff.

- Is responsible for the coding related application solutions, undertakes quality assurance initiatives and provides support such as WinRecs, 3M Codefinder and CAC, 3M HDM, Meditech, CNN, Folio, Cerner and the Perinatal Database Registry.
- Provides recommendations and coordinates the implementations of application changes and enhancements. Performs first-line troubleshooting and acts as primary business contact to third party vendors.
- Is responsible for setup user access for Coding Applications, Database, SharePoint and network; completes Access Auditing as per requirement; works closely with Information Systems (IS) to facilitate and troubleshoot user profile and access relate issues.
- Supports and maintains remote work solutions including Virtual Desktop, remote user access, maintain virtual desktop applications including testing and updating, monitor the Virtual Machine (VM) server performance; Setup user access, Complete access auditing process, first-line troubleshooting of any application related issue; work closely with VM team for maintenance, configuration, troubleshooting purpose.
- Determines and documents all system issues requiring escalation. Participates in communication of issues related to system functionality.
- Liaises between Coding Services and the vendor application specialist and/or Informatics team and IS for business requirements, issues such as dictionary building, interfaces, and integration with other clinical information systems as well as designing reports.
- Is responsible to develop and enhance batch interfaces; working closely with HIM Business Optimization team on data extraction and validation from source systems.
- Liaises and meets with with other information systems coordinators/specialists in the Lower Mainland (e.g., PDR, CNN) and other Health Authorities to exchange information and expertise on current and future implementations.
- Develops implements and maintains policies, procedures and manuals for the assigned systems as required.
- Serves as the primary business contact with CIHI and MOH with respect to the implementation of new programs or system updates/changes for the Discharge Abstract Database (DAD) and the NACRS.
- Executes projects including infrastructure design and build; collect and define business requirement; application installation and configuration based on business requirement; building dictionaries and data mapping (e.g., NACRS diagnosis or disposition code mapping).
- Writes custom reports and edits routine reports as required. Creates and maintains scripts used by Robotic Process Automation (RPA) to perform routine or ad-hoc Coding edits.
