Why is this role important?Reporting to the Program Lead, the Program Specialist will support the planning, coordination and management related to NACRS Clinic Lite (NCL) development projects as well as data supply management. In collaboration with an interdisciplinary team, the Program Specialist will provide high quality and timely support to a wide range of stakeholders for NCL initiatives. Additionally, the Program Specialist will CIHI's Hospital Data Transformation (HDT) initiative including the development and implementation of a modernized hospital information system and the piloting and scaled introduction of more automated and timelier data collection methods.What you'll do1. Provides expertise in key areas of client support and engagement in relation to NCL including onboarding newly reporting client sites, assisting their use of the NCL Web Entry tool and responding to queries related to data submission.2. Anticipates, identifies, and supports the needs of key stakeholders by developing clear and concise user documentation and tools, supporting report interpretation and utilization of NCL's standard return of own data files and maintaining client support tracking tools3. Contributes to system development and implementation activities by providing data content expertise related to requirements definition, system development artefacts, data exchange and collection specifications as well as system testing and production deployment.4. Supports and coordinates project deliverables including planning, monitoring and reporting of activities. Coordinates operational and logistical aspects related to the projects including scheduling meetings, preparing pertinent documentation, obtaining required approvals etc.5. Advises and supports system transition, sunsetting and integration plans to meet the objective of a sustained, timely and continuous acute and ambulatory care data supply for CIHI's products and services.6. Builds relationships with and supports NCL stakeholders, including hospital and community health services providers, digital health organizations and government and other related agencies at the provincial and national levels.7. Maintains knowledge of Canada's evolving health care environment, conducts broad environmental as well as sector relevant scans to provide context and input to activities related to maintaining currency and continued relevance of CIHI's acute and ambulatory care data supply.8. Supports the development of background papers or briefing documents on key strategic initiatives. Builds and maintains relationships with stakeholder groups within CIHI, to ensure coordination and synergy. Establishes and maintains external professional contacts.9. Works collaboratively with the broader Hospital Data Transformation team to achieve deliverables in a matrix environment. Ensures relevant stakeholders and CIHI departments are consulted and collaborated with as appropriate.10. Contributes to the promotion of the HDT initiative and related CIHI products and services through participation on committees, presentations and/or attendance at conferences and other activities as required.11. Contributes to key activities of the Acute and Ambulatory Care Information Services branch and corporate initiatives as required, including coordination of initiatives with the other program areas. Participates on CIHI project teams and assumes responsibility for other related duties as required.What you'll bring to the table
Undergraduate degree in Health Service Management or Health Information Management, . eHealth, health informatics or similarly relevant field or equivalent experience including HIM diploma/degree from a CHIMA-accredited college
Three to five years related experience in a Health Information Management field or health information systems, standards and reporting role
Strong understanding of the Canadian health care system, and the use of health information for planning, policy development and decision-making
Experience in commonly used and emerging health care technologies (enterprise hospital/clinical information systems) or Electronic Health Records such as Oracle Cerner, Meditech and Epic abstracting software, assisted coding and data integration tools.
Sound knowledge of products and services such as DAD and NACRS, national/provincial eHealth/digital health progress, issues and risks; awareness of emerging relevant IT trends and their impact on health care delivery.
Demonstrated experience in relationship building and engagement tactics
Ability to synthesize and communicate information for a variety of audiences.
Exceptional problem solving and analytical skills to be applied to a complex and dynamic environment.
Good organizational and time management skills with demonstrated ability to manage multiple projects.
Excellent verbal, interpersonal, business writing and presentation skills; positive attitude to changes in business practices and processes.
Strong proficiency in using Microsoft Office software suite.
Fluency in English is required, bilingualism in both official languages is an asset
