Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. PRESTO serves more than 5 million customers across 11 transit agencies and processes over $2.5 billion in fares through 67 million boardings per month (pre-pandemic). Today, PRESTO offers one of the most globally advanced fare payment systems in the world having delivered new ways to pay for customers, including real time PRESTO Contactless with credit and Interac debit and PRESTO in Mobile Wallet across its transit agency clients, including the Toronto Transit Commission (TTC). Enhancing the customer experience through continuous improvement while working with our transit agency clients to support their needs, and maintaining a system that performs exceptionally, continue to drive PRESTO toward making transit better for all.Our PRESTO Office is looking for a Project Manager, PMO. They will supervise projects on behalf of PRESTO, a division of Metrolinx, in compliance with the scope, budget, and schedules according to project definition and Project Charter; follows established project management processes for project reporting, resource management and risk management as directed by the Manager, PMO or Senior Project Manager as appropriate; ensures projects and sub-components are in compliance with Metrolinx's policies and mandates.What will I be doing?
  • Advises on, and as appropriate leads, activities related to project scope, definition, risk management, and quality assurance to ensure projects deliver expected outcomes
  • Performs complete start to close-out project management on complex projects to ensure projects meet defined objectives, scope, budget and timelines
  • Establishes, manages and directs resources to ensure the necessary level and capabilities are represented on a project team in order to ensure successful delivery of the project
  • Provides direction and advice to staff and personnel assigned to individual projects, through all project stages (e.g. on administrative, design, editing, technical, estimating, and priority issues as appropriate).
  • Reviews and advises on project contract documents (e.g. requests for acquisitions, requisitions for purchase orders, change orders for contracts and addenda for consultant agreements)
  • Ensures that capital projects and programs for new, replacement or enhanced infrastructure, maximize customer service, satisfy internal stakeholder requirements, incorporate external agency requirements, and serve public interests
  • Leads the development, reviews and approvals of Project Charter and Project Plan documents
  • Leads the identification, assessment, mitigation and communication of project risks
  • Creates, manages and reports on budgets for assigned projects, to ensure projects are delivered within budget expectations
  • Reviews and evaluates studies, reports, design proposals, specifications and contract documents, to meet established policies, procedures and standards applicable to projects
  • Develops and delivers reports and presentations defining plans, issues, status and resolutions to appropriate levels of management
  • Manages the project funds dedicated to the delivery of the assigned project; assists Vendor Management to negotiate amendments to contractual obligations with vendors
  • Ensures that all project cost and scheduled activities are identified, continuously monitored, and clarifications/changes managed properly to maintain adherence to schedule and budget
  • Leads and partners with vendors to deliver agreed business and solution outcomes
What Skills and Qualifications Do I Need?
  • Completion of a degree in Engineering, Computer Science, or a related discipline - or a combination of education, training, and experience deemed equivalent
  • Demonstrated years of related project management and coordination experience, preferably in or technology related environments.
  • Knowledge theories, principles, and practices for project management of IT systems and technology projects that incorporate capital and operating components
  • Proficiency in the use of project management software and computer applications
  • Knowledge of program management, planning, budgeting, prioritization, risk and change management principles, methods and techniques to manage the development, deployment and implementation of medium scale fare system/program initiatives.
  • Experience in procurement and contract management to initiate tenders, evaluate bids, make recommendations for approval, and plan, direct, coordinate and monitor the work of consultants
  • Budget management experience to prepare project budgets and monitor within budgetary limits
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior management and business clients on projects and technology solutions.
  • Leadership and management skills to manage and motivate cross functional teams and set high standards and clear expectations.
