- Develops, manages and implements detailed project plans to deliver technology programs and projects involving multiple interdivisional teams, Assesses current practices and make recommendations to improve operational efficiencies
- Provides project management support and leadership within the branch as a member of a self-directed work team.
- Develops, prepares and negotiates agreements with suppliers, contractors, other divisions, partner organizations and user groups.
- Facilitates contract management for various services and products including but not limited to RFQ/RFP, valuations of bids, recommendations of vendor, contract monitoring, contract renewals, and communication with vendor.
- Develops, recommends and administers assigned budget for the project(s), utilizing information on operational requirements, staffing requirements, known pressures and required adjustments: ensures appropriate action is taken to control expenditures within approved budget limitations by analyzing project financial data.
- Leads consultation, engaging with stakeholders or completing other tasks as required to deliver a variety of different projects.
- Works with P&R teams and other stakeholders on the development of user experience platforms, websites or other relevant platforms as necessary
- Lead projects that focus on the integration of various technology solutions, manages scope of project to ensure it remains within the approved budget and timelines.
- Participates in on-going strategic planning and development of divisional and city-wide service direction, functional standards, policies and procedures, in consultation with other City divisions, government agencies and community stakeholders
- Reviews, evaluates and makes strategic recommendations related to scheduling of parks and Recreation projects and operations for optimal services delivery
- Design, develop and implement resources and tools that support P&R Business Transformation projects.
- Cultivates effective working relations with internal and external stakeholders including those from other divisions of the City.
- Investigates internal/external complaints, where required, and implementing actions for satisfactory resolutions. Ensures quality customer service by providing timely, cost effective and optimum delivery of services.
- Ability to travel to various locations as required within the city of Toronto
- Researches, defines, recommends and prioritizes new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies and strategies to maintain and improve change management practices.
- Develops and implements service standards and effective operational plans and works collaboratively with partner branches within the Parks and Recreation Division and other divisions, to ensure the delivery of quality service to efficiently and effectively meet customer service needs and requirements and achieve division's mission and goals.
- Identifies and carries out optimization of business processes, with a focus on data management processes, to improve data management practices
- Leads, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Manages the day-to-day activities of staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests.
- Represents the division/branch by providing leadership and technical expertise at project meetings with stakeholders to support strategic divisional and corporate initiatives.
- Acts as supervisor under the definitions of the Occupational Health and Safety, reduce risk and liability to the corporation and any health and Safety issues. Liaises with WSIB Consultants to manage workplace cost and return to work, and ensures regular meetings of Ministry approved Health and Safety Committees
- Acts as a key contact with People & Equity staff, while exercising good judgement and discretion with confidential human resource information pertaining to any transitions
- Leads stakeholder engagement with all levels of staff city-wide and labour unions, develops communication materials and makes presentations.
- Develops materials and correspondence for presentation to stakeholders and steering committees including briefing notes, presentations and reports.
- Conducts research into assigned areas ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
- Leads the information gathering and analysis for the divisions involved in the project pertaining to their existing staff inventory, functional responsibilities, reporting relationships, skill set, affiliation, employee and position status, etc.
- Researches, develops and plans organization development initiatives in support of transition planning.
- Maintains projects plans and project documentation and ensures work stream documentation is classified and maintained in the project document repository
- Works with P&R functional specialists and stakeholders to develop training programs and plans.
- Considerable experience managing and facilitation staff teams, committees or work groups.
- Extensive experience applying project management processes and methodologies to execute monitor and control projects. Experience specifically as it relates to the delivery of technology solutions considered an asset
- Post-secondary education in business administration, project management, applied science or a related discipline pertinent to the job function or the equivalent combination of education and/or relevant experience.
- Project Management Professional (PMP) Certification considered an asset
- Highly developed written and oral communication skills including writing reports, briefing notes, and delivering presentations.
- Ability to apply project management methodologies ad approaches and ability to maintain accurate and details documentation and records, both electronically and in hard copy
- Political acumen, judgement and insight, including the ability to problem solve, negotiate and achieve effective business solutions and consensus among parties having different objectives.
- Highly developed human relations, consultation, facilitation and negotiation skills at all levels within the organization (stakeholder engagement, client management, delivery, etc.).
- Ability to exercise discretion and judgement with confidential information pertaining to human resources matters and the transformation initiative
- Strong time management skills with the ability to organize, prioritize, execute tasks to meet deadlines
- Ability to continuously improve, learn, acquire and update technical knowledge and working ability
- Knowledge of current and emerging technologies
- Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion.
- Must be familiar with government legislation in the area of occupational health and safety.
