
Project Manager, Safety System Assurance

- Support the development of safety and systems assurance standards in partnership with management.
- Conduct safety and systems assurance assessments to determine compliance with Metrolinx safety and system assurance framework, provincial and federal legislation, regulation and conformance to relevant international standards and the application of common safety methods.
- Identify and clearly defines assessment issues and root causes; recommend actions as necessary to ensure compliance and improvement in safety and systems assurance performance.
- Use data and judgment to improve safety regulatory and system assessment work processes. Develop process maps to identify any gaps and recommend remediation.
- Applies risk management principles and disciplines in the assessment of system safety management activities.
- Provide independent risk-based reporting to management and for the Board of Directors (or a delegated Committee) on the results of safety regulatory and system assessment activities.
- Prepare consolidated reporting on a periodic basis on safety culture, compliance to relevant standards, safety non-compliance measures (KPIs), and other relevant reports suitable for public reporting.
- Drive continual improvement through ongoing assessment activities, advisory support, and escalation of issues to enhance organizational processes and systems.
- Provide advisory support to project delivery teams, and management on the development of safety and systems assurance process that reflect best practices, industry standards and regulatory compliance.
- Support the training of CMREA risk management principles and disciplines in the assessment of management's safety activities.
- Bachelor's degree in systems Safety, Engineering, or a related discipline preferred and a combination of education, training and experience deemed equivalent.
- Training in application of systems engineering processes, common safety methodology, safety risk assessment and hazard management, or related railway application international standards (e.g., ISO 15288, ERA CSM, CSA CMREA, EN 50126,-128,-129, ORR RM3, ISO 31000, Yellow book, iESM safety method) is an asset.
- Demonstrated experience with safety and system assurance, system audit, preferably in a public transit environment and for the implementation of ERA CSM or EN 50126,-128,-129 CENELEC standards.
- Knowledge and understanding of legislative and regulatory requirements governing safety and system assurance related to the rail, bus, and construction industry
- Experience on risk management systems and processes to identify and mitigate system safety risks
- Knowledge of business improvement processes, standards, and performance analytics for safety regulatory elements.
- Experience in development and maintenance of leading and lagging key performance indicators, identifying trends and opportunities for improvement.
- Ability to present and persuasively communicate at all levels of the business and external stakeholders
- Experience in developing safety audit and compliance policies, procedures, processes, tools and training based on industry best practice.
- Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.)
