
Senior Safety Regulatory Inspection Officer

- Under direction of the Manager, Safety Regulatory Inspection, conducts safety regulatory systems and governance conformance and compliance assessments, and provides an independent challenge on the adequacy of the governance framework and standards relating to safety and system assurance (SSA) processes for the safety and acceptance into service of new rail, rapid transit and subway systems.
- Conducts reviews of safety and system assurance programs in the fields of RAMS (Reliability, Availability, Maintainability and Safety) engineering and safety assurance, in alignment with relevant legislation, international standards and best practice (e.g., ISO, CSA CMREA, CENELEC, Transport Canada RSMS SOR/2015-26), which may entail assessment of delivery of Systems Engineering processes and activities such as requirements management, configuration control, and verification & validation.
- Reports on the results of the safety regulatory systems and governance conformance and compliance assessments, including the findings and recommendations. Contributes to internal reports on safety conformance and compliance in collaboration with the Manager, Safety Regulatory Inspection.
- Provides recommendations to reduce risks relating to safety governance frameworks for new rail, rapid transit and subway systems, thereby reducing financial risks associated with fines, casualties, property and asset damages, insurance, and related reputational damage.
- Conducts auditing activities, including safety governance assessments and inspection, while maintaining compliance with the Institute of Internal Auditors (IIA) standards and Code of Ethics.
- As part of the audit team, conducts complex safety studies to assess compliance and conformance to applicable legislation and contractual agreements relating to safety governance frameworks, standards and procedures for new rail, rapid transit and subway systems; utilizing Systems Engineering and technical safety principles.
- Performs the review of governance, processes and procedures relating to safety risk assessments, hazard analysis and hazard logs (hazard management).
- Applies risk assessments principles to develop and refine detailed objectives and scope for each assigned assessment.
- Ensures that assessment or inspection work is fully documented in line with best practices and Metrolinx's internal audit methodology.
- Drives continual improvement through ongoing assessment and inspection activities, advisory support, and escalation of issues to enhance organizational processes and systems.
- Bachelor's degree in engineering, or a related discipline preferred, or a combination of education, training and experience deemed equivalent.
- Demonstrated experience in safety and system assurance, system audit and/or regulatory compliance, preferably in a public transit environment. Knowledge of design and construction management aspects of Railway Projects is an asset. Experience with planning and/or leading regulatory audits based on CENELEC standards is an asset. ISO Lead Auditor training is an asset.
- Demonstrated experience with integration of complex systems, subsystems and components of a rail transit project in accordance with international standards.
- Working knowledge of Safety Methods: Safety Plan, Preliminary Hazard Analysis (PHA), Fault Tree Analysis (FTA), Failure Modes and Effects Critical Analysis (FMECA), Interface Hazard Analysis (IHA), Operation & Support Hazard Analysis (O&SHA), Hazard Log, V&V Safety Report, and Safety Case.
- Experience in developing and verifying safety requirements and maintenance/operability requirements for railway subsystems.
- Knowledge of Internal Auditing standards and guidance in the International Professional Practice Framework and the Code of Ethics issued by the IIA.
- Knowledge of business improvement processes, standards, and performance analytics for safety regulatory elements.
- Experience in developing safety audit and compliance policies, procedures, processes, tools and training based on industry best practice.
- Knowledge of risk management systems and processes to identify and mitigate safety risk.
