Visit nuclearsafety.gc.ca.What you'll doReporting to the Team Leader, Nuclear Security Technical Operations, the Nuclear Security Intelligence Analyst assists in all nuclear security intelligence related activities, in order to enable the CNSC to effectively regulate the nuclear industry and put in place measures that address existing and emerging threats to the Canadian nuclear industry.The Analyst is responsible to:
  • participate in all nuclear security and intelligence analysis related projects and activities on behalf of the CNSC,
  • provide advice and guidance to internal and external staff and stakeholders regarding security intelligence,
  • draft briefings, reports and recommendations for senior staff as required,
  • present briefings to senior management as required,
  • participate and contribute at national and international events and fora,
  • participate in security compliance and enforcement activities, special projects and other duties as assigned,
  • work collaboratively and effectively with the Intelligence Officer and other internal and external stakeholders, and
  • assist in the drafting of policies and procedures, standards and regulatory guides for the administration and implementation of the nuclear security intelligence program.
Essential Qualifications:Education:University degree or a combination of relevant education, (minimum high school diploma), training and completion of Government of Canada Intelligence analyst training programs provided by partners such as DND, CSIS, RCMP, PCO.Language Requirements:English essentialExperience:
  • participating in Government of Canada security and intelligence projects,
  • understanding and previous use of Government of Canada classified information systems and networks,
  • producing reports, briefings and presentations regarding threat and security related issues,
  • liaising and working in a whole of government intelligence environment,
  • managing projects, and
  • using various software packages, including word processing, database management, spreadsheet preparation, as well as intranet and internet.
Knowledge of:
  • theories, principles and practices used in the field of security and intelligence,
  • intelligence tradecraft,
  • understanding of the intelligence cycle,
  • geo-political analysis,
  • trend and forecasting methodologies,
  • collection, management and intelligence requirements,
  • theories, principles, techniques and practices of risk/threat assessment and statistical analysis,
  • Official Secrets Act, and
  • Treasury Board Secretariat Government of Canada Security Policy (GSP).
Ability to:
  • communicate effectively orally and in writing,
  • plan, organize and prioritize work in a demanding work environment,
  • elicit, gather and analyze information from a variety of sources,
  • identify emerging issues and take appropriate actions,
  • summarize and disseminate information,
  • create and deliver presentations, and
  • demonstrate analytical thinking.

  • Experience providing advice and interpretation on security and intelligence policies, procedures, standards and protocols.
  • Experience in Cyber Security programs, strategies or vulnerabilities.
  • Knowledge and/or experience of the Government of Canada Personnel Security Screening Standards.
  • Knowledge of Secure transmission techniques.
  • Certification such as Physical Security Professional (PSP), Certified Protection Professional (CPP) or equivalent security certification.
  • Knowledge about the role and the mandate of the Canadian Nuclear Safety Commission (CNSC).
Operational Needs:All CNSC staff are subject to the Mobility Directive.
Some travel required.
