The ministry supports Albertans' health and well-being throughout their lives by protecting public health and promoting wellness; coordinating and delivering safe, person-centered, quality health services; planning capital infrastructure; supporting innovative information management and technologies; regulating health care; and funding the health system.The Health Insurance Programs (HIP) Branch is accountable for governance and oversight in administering the Alberta Health Care Insurance Plan (AHCIP) and the government-sponsored Alberta Blue Cross Plans. Within the Branch, the Registration Services Unit provides policy direction, business rules, and operational support. It also monitors quality assurance and audits, evaluates business processes to improve workflows, performs registration and enrollment administrative functions, and investigates tips regarding alleged misuse of the AHCIP by registrants who do not meet eligibility requirements. Additionally, the unit is responsible for managing business relationships and providing expertise to registry offices in Alberta that offer direct customer services to Albertans on behalf of Alberta Health.Role ResponsibilitiesReporting to the Business Specialists Team Lead, the Senior Business Specialist has an integral role in the deliverance of the Alberta Health Care Insurance Plan (AHCIP) programs within the Registry Agent Network (RAN) with a concentrated focus on the effective and efficient administration of registry services in Alberta. This position is responsible for monitoring of registry agent performance, data analysis and trend analysis of data from a multitude of database systems. The team is responsible for incident identification, process facilitation within the Accountability Framework.The Senior Business Specialist monitors and measures performance of registry agents, to ensure that services provided to Albertans are provided in accordance with established legislation, policies, and procedures. This position identifies issues, trends and Service Level misses to senior management and provides an in-depth report for registry offices and internal GOA use, spanning several areas of registry agent performance and compliance audits, etc.The senior Business Specialist is relied on to identify and assist PRDIT (Provincial Registries Maintenance & Date Integrity) with data integrity issues, take corrective action and make recommendations to support the enhanced integrity and security of information within various systems (Reflections, SSDIR) and associated downstream applications in addition to the following responsibilities;
  • The position develops various reports to aid Government departments ensuring data and usage is correct and appropriate, in addition, this position contributes to all phases of the system life cycle for new initiatives or enhancements through identification of issues relating to system and data integrity and security.
  • Complete all responsibilities with minimal supervision and a high degree of personal accountability. Included in the responsibilities is guiding and coaching entry level positions, participating in project and committee work, functioning as Subject Matter Expert for specified issues, and/or researching and drafting responses to action requests.
  • Provide province wide first line contact services for the Service Alberta Contact Center (Tier 3) and RAN offices.
  • Provide continual coaching and training on AHCIP policies, acts and regulations.
  • Identify, develop, and implement enhancements to quality, processes, systems and reporting to improve operational results:
  • Ensure that business processes, systems, and initiatives associated with the administration of the AHCIP are evaluated and continually enhanced to ensure compliance with health care regulations and legislation.

QualificationsHigh school diploma and four years of related experience.Equivalency: Directly related experience or education considered on the basis of: one year of experience for one year of education or one year of education for one year of experience.Refer to .Assets
  • Detailed working knowledge of the regulations, policies and procedures related to the administration of the AHCIP.
  • Completed training on Health's applications, excellent computer navigation skills as well as strong ability to use Microsoft Office suite.
  • Extensive knowledge and experience on Reflect on Workspace and SSDIR systems as position plays a key rolein processing and account monitoring/ maintenance for Albertans.
