The position facilitates strategic partnerships, identifies where coordination, analysis and review is needed and develops processes for street use in public spaces.Specific Duties and Responsibilities
  • Manages multiple, complex projects, including developing project terms of reference, scope and budget. Administers requests for proposals and competitions related to programs within public space
  • Investigates problems and identifies issues, develops study and strategy processes, conducts research and surveys, undertakes internal and public consultation processes, analyzes results and writes reports summarizing complex issues, and formulates policy and recommendations
  • Supports the ongoing vitality of cultural heritage and recognition of cultural redress in neighbourhoods where communities have faced discrimination
  • Liaises with other city staff including staff in Planning, Urban Design and Sustainability, Park and Recreation, Real Estate and Facilities Management and Arts, Culture and Community Services, Communications, and Emergency Services
  • Provides direction to various project team members and oversees consultant teams
  • Represents interests and priorities of Street Use Management and Engineering at various cross-departmental staff technical teams, working groups and internal and external committees
  • Designs and conducts public engagement processes, events and consultation with other departments, agencies, and stakeholders
  • Chairs meetings and attends City Council meetings, and other civic and outside meetings (may include weekday evenings and weekends), makes presentations, and answer questions
  • Coordinates project communication channels internally and externally
  • Other duties/responsibilities as assigned
QualificationsEducation and Experience:
  • University degree in Landscape Architecture or Planning recognized by the Canadian Institute of Planners and a minimum of two years’ experience as a planning professional, preferably supplemented by supervisory experience, or an equivalent combination of education, training and experience
  • Experience with work in interdisciplinary project teams, facilitation, evaluating proposals, communicating complex ideas and making sound recommendations
  • Experience developing and implementing a range of engagement processes to include a broad range of public and stakeholder groups
  • Experience in engaging with Musqueam, Squamish and Tsleil-Waututh Nations through a collaborative process
Knowledge, Skills and Abilities:
  • Considerable knowledge of urban planning, urban design, architecture, and public space best practices
  • Considerable knowledge of municipal planning, development processes, policy and by-law development, sustainable transportation policies, street design in the context of the management of the public realm
  • Some knowledge of several of the following as they relate to planning: social sciences, law, and municipal finance
  • Exceptional interpersonal and communication skills including report writing and presenting on complex planning issues
  • Excellent supervisory and leadership skills with the ability to motivate and engage staff
  • Strong decision making abilities, negotiation skills and interest-based problem solving abilities
  • Ability to exercise sound judgement, diplomacy and tact
  • Ability to develop and maintain effective working relationships at all levels in the organization and external stakeholders
  • Ability to work effectively with changing and competing priorities with frequent interruptions within a multiple task environment
  • Ability to deal with conflict and facilitate collaborative decision making; negotiation; interest-based problem solving.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite.
