- Lead and execute procurement activities in alignment with approved project procurement strategies, budgets, schedules, and corporate policies.
- Interpret, apply, and ensure compliance with all project procurement, commercial, and safety policies.
- Develop sourcing strategies for complex, high-value, and high-risk packages, incorporating total cost of ownership principles.
- Prepare and oversee the development of bid documents, including RFQs, RFPs, tender packages, scopes of work, bid evaluations, and award recommendations.
- Lead commercial and contractual negotiations with suppliers, subcontractors, and service providers to achieve optimal commercial outcomes.
- Draft, review, and approve procurement-related contractual documents, including purchase orders, subcontracts, and amendments.
- Provide detailed reporting, analysis, and recommendations on procurement performance, risks, variances, and market conditions.
- Manage supplier and stakeholder relationships, acting as the primary escalation point for complex procurement and commercial matters.
- Coordinate logistics and expediting activities for critical materials and site deliveries to support construction schedules.
- Maintain a high level of data integrity within procurement and enterprise systems.
- Provide guidance, mentorship, and day-to-day support to junior procurement team members as required.
- Collaborate closely with engineering, construction, commercial, legal, and finance teams to ensure alignment and successful project outcomes.
- 5+ years of progressive experience in procurement or supply chain management, preferably within large infrastructure or construction projects.
- Post-secondary education in supply chain management, business, engineering, construction management, or a related field (or equivalent experience).
- Strong technical knowledge of construction-related materials, equipment, and services.
- Advanced understanding of procurement principles, ethical sourcing practices, and contract management.
- Solid knowledge of contract law, commercial negotiations, and public/private sector tendering processes (RFQs, RFPs, tenders).
- Proven ability to manage complex, concurrent procurement activities in a fast-paced, deadline-driven environment.
- Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
- Demonstrated ability to build and maintain effective relationships with internal stakeholders and external suppliers.
- A collaborative, service-oriented mindset with the confidence to influence and lead without direct authority.
