- Establish and maintains business relationships with clients to discuss/assess client needs.
- Prepares project charter, statements of work, and project plans.
- Identifies risks and prepares action plans to mitigate risks.
- Leads team in delivery of projects or work packages.
- Liaises and co-ordinates with internal and external groups on accomplishment of deliverables.
- Prepares findings and “Lessons Learned” from post-implementation project reviews.
- Assesses, analyzes, evaluates, and recommends process and policy alternatives for projects and work packages.
- Redesigns business principles, processes, policies, and standards by recommending best practices and improvements to current processes.
- Determines business, functional and non-functional requirements and builds consensus amongst clients.
- Prepares Business Plans, Gap Analysis, Logical Data Models and Design documents for proposed solutions that leverage information and technology as part of the solution.
- Provides input to Data Management teams on transformation of clients' business requirements.
- Recommends improvements to current methodology, process, standards, and policies.
- Assists staff in understanding of business processes and logic.
- Liaises with staff in development of test strategy, test cases and test scripts for system, performance, usability, and acceptance testing of system solutions developed.
- Leads team of draft implementation and rollout strategies and plans.
- Conducts walk-through of deliverables to identify potential problems.
- Prepares training material and documentation for use by clients and staff.
- Conducts training for client and their staff.
- Collaborates with clients on “Go / No Go” cut-over decisions e.g., rollouts.
- Post-secondary education in Business, Computer Science, or related discipline.
- Certification in CBAP, PMI-PBA, or other business analysis certifications.
- Experience in documenting workflows and systems using UML and BPMN - skilled in using process modeling tools such as Visio, Lucidchart, or Sparx EA.
- Experience conducting risk assessments, and risk mitigation planning.
- Considerable expertise in preparing and documenting business cases, use cases, user stories, functional and non-functional requirements, traceability matrix, gap analyses, and system specifications.
- Considerable facilitation and interpersonal skills with a demonstrated ability to engage diverse stakeholder groups-including program leads, business teams, and IT teams-to elicit requirements, lead workshops, negotiate priorities, and communicate effectively across audiences.
- Extensive experience analyzing and redesigning business processes to identify efficiencies, improve service delivery, and automate workflows.
- Ability to align business analysis work with strategic priorities, enterprise objectives, and performance outcomes.
- Ability to participate in the evaluation and implementation of third-party or SaaS healthcare solutions, including RFP/RFI processes, market scans, and fit-gap analysis.
- Knowledge of change readiness activities, including stakeholder communications, user training coordination, and transition planning during system rollouts.
- A background in business administration, and application development with an understanding of the project development cycle and project management methodologies (agile and waterfall).
- Proven ability to work collaboratively with business and technical teams to deliver solutions that improve service delivery and meet compliance, governance, and strategic objectives.
- Knowledge of system integration methods, APIs, and vendor solution onboarding.
- Understanding of software architecture, data flows, and interface requirements in complex technical environments.
- Exposure to working with healthcare data, EMRs, or business intelligence tools.
- Familiarity with data governance frameworks, data quality, and privacy legislation (e.g., PHIPA, FIPPA).
- Hands-on experience applying business analysis techniques within Agile (e.g., Scrum), Waterfall, and hybrid project environments.
- Proficient in using modern tools such as JIRA, Confluence, Azure DevOps, and MS Office.
- Awareness of the business context and public health mandates would be an asset.
- Ability to support sprint planning, and adapt deliverables based on methodology.
- Proven ability to support testing activities including UAT planning, test case development, and traceability.
- Familiarity with continuous improvement methods such as Lean or Six Sigma is an asset.
